II. SCOPE OF WORK
2.1 Scope of Work
The work of Strengthening the Dissemination System of Tsunami Information and Early
Warning to The Community is mainly only for tsunami disasters triggered by earthquakes. The
scope of this activity includes (minimum technical specifications and minimum quantities as
attached):
1. Procurement Siren Control Unit (Controller)
Should have the ability as following:
a. The controller uses LAN and GSM networks as the main communication mode
and/or VHF radio network and/or Short Burst Data (SBD) satellite as a backup
communication mode.
b. Controllers can activate one or all the Siren Units located in one district and/or
province for controllers stationed there.
c. The controller provides a mechanism/interface connected to one digital/analogue
input port to activate the Existing Siren Unit (previously built).
d. The controller is capable/adaptive of activating other new Siren Units if there are
additional Siren Units (which use internet and VHF-based communications).
e. The controller provides an LCD display/panel to display information on each
controller unit:
● District/City/Province of Controller location.
● Controller activity status.
● Device status and communication lines.
● Power supply device status.
f. The controller provides a microphone unit for conveying warning/advice sounds
via the outdoor speaker in the Siren Unit.
2. Procurement Siren Unit (Siren)
Should have the ability as following:
a. Siren uses the GSM network as the primary communication mode and the Short
Burst Data (SBD) satellite and VHF radio network (for some locations) as a backup
communication mode.
b. The siren is capable/adaptive to the addition of additional communication lines via
the VHF radio network (for locations that have not been facilitated).
c. The siren can be activated in several ways, namely:
● Remotely using the Control Unit at Pusdalops (EOC).
● Remotely using a registered HT device (for sirens equipped with
VHF communication).
● Remotely use the menu on the Dashboard/Web as determined by BNPB.
● Locally/manually using the activation button placed on the Siren.
d. Siren has the following dissemination modes:
● Rotary Lamp.
● Horn.
● Outdoor Speaker.
e. The siren can emitting/transmit warning sounds (admonitions) from the controller
to the speaker. The siren can emitting/sound a warning sound stored on the
storage/memory media.
f. The siren device provides a display to give information on each siren unit:
● Siren location in the village.
● Siren activity status.
● Device status and communication lines.
● Power supply device status.
3. Procurement Monitoring Device for Equipment Condition
a. Equipment Monitoring
This device monitors the Control Unit, and Siren Unit. Has the following abilities:
1) Send periodically to the Dashboard/Web determined by BNPB regarding the
current conditions of the parameters:
● Quality of sound produced by speakers.
● Voltage, current, charging/discharge conditions and power supply device
status. This will enable the system to provide timely warnings on battery
health and related issues that will be useful for O&M
● Condition of opening and closing the panels/boxes of all devices,
including the power supply panel/box.
● Temperature and Humidity inside the panel/box.
● GSM, VHF and SBD communication status with the Siren Control Unit.
2) Send a warning status if one of the parameters above is problematic/abnormal.
b. Security Monitoring
This device monitors security conditions in the Siren Unit. Has the following
abilities:
1) Send the latest pictures/photos and short videos to the relevant Dashboard/Web,
as determined by BNPB, if there are indications of vandalism/theft attempts on
Siren devices.
2) Send the latest images/photos and short videos to the relevant Dashboard/Web,
as determined by BNPB if there is a request from the Dashboard/Web.
The monitoring process is carried out by integrating device monitoring into a web-
based dashboard application determined by BNPB, which is a website portal that has
control and monitoring features for sirens in all locations, including the function of
security monitoring devices, which are differentiated by user accounts at the BNPB,
Provincial BPBD and District/city BPBD levels according to the functions and duties
of each agency.
4. Procurement Tower Infrastructure
a. The tower construction used is the rectangular SST type with 4 legs, made of steel
following the specified technical specifications.
b. To support siren units.
5. Procurement for supporting elements and activities
a. Providing technical guidance and socialization regarding the introduction, use and
maintenance of equipment to BPBD personnel, the Disaster Preparedness Team
and, the Disaster Preparedness Group, and representatives of village/sub-
district/local community facilities.
b. Procurement of Equipment Use & Maintenance Manual documents translate into
Bahasa for all construction sites.
For siren and controller equipment, prioritizes using products that meet the Indonesian National
Standards (SNI) accompanied by proof of equipment test results following SNI. Apart from
that, the implementer of this work must fulfill data-information needs and collaborate with the
Supervisory Consultant appointed by BNPB.
2.2 Output Products
The product output resulting from procurement work is the construction and functioning
of instrumentation to strengthen the Tsunami information dissemination and early warning
system, which can be used to disseminate information on Tsunami early warning information.
The work results of the Goods/Service Supplier or implementer must comply with the
quantity and quality specified in the contract and function well. The process and results of work
implementation are reported periodically and accompanied by documentation of photographs
of the implementation process.
The Executor or Supplier of Goods/Services is responsible for all work results during the
trial period and carrying out maintenance within a minimum of 24 (twenty-four) months or
according to the time specified in the contract. Apart from maintaining the work results, the
implementer is also responsible for the electronic equipment or instruments installed, which
must receive a product guarantee of at least 3 years. The maintenance period is valid from when
the Final Handover (BAST) is signed.
2.3 Management for Social and Environmental Impact
Management of social and environmental impacts, work on strengthening information
dissemination and tsunami early warning systems must safeguard and manage the impacts that
occur following the provisions stipulated in the program framework (Environmental and Social
Management Framework/ESMF IDRIP). Service/Goods Suppliers undertake efforts to manage
environmental and social risks relevant to the scope of work and mitigation effort, as follows:
1. Potential risk of work accidents during travel and implementation in the field. Prevention
efforts should be made through Work Regulations by applicable Work Safety, Health and
Safety (K3) Regulations. Regarding the risk of accidents during work implementation,
project implementers are specifically required to comply with the following protocol;
a. provide life, accident and health insurance policies for workers who travel to
target areas;
b. minimize travel at night;
c. If it can’t be avoided to travel at night using land and water transportation, the
organizers should request an escort from the police.
d. Potential risks of gender-based violence and sexual violence (GBV/SEA).
Prevention efforts include implementing a code of ethics in work contracts as a
condition for implementation;
2. Potential involvement of indigenous groups must assess the presence of indigenous
communities at the activity location and, if necessary, plan their participation in
consultations or implementation of work carried out by the culture and language of
indigenous groups.
Goods/Service Suppliers carry out socialization/simulation activities, provide equipment
and safety equipment for workers and the environment, arrange permits if necessary and report
on the implementation of social, environmental and K3L management.
The land designated for tsunami sirens is owned by various entities, both government and
private. The Early Warning Directorate has secured agreements to utilize this land for siren
placement. Specific siren locations within each village can be found here, and a general
sociocultural overview of the siren installation areas is available here. Based on an overlay with
the forestry map (Decree of the Minister of Forestry of the Republic of Indonesia Number:
SK.465/Menhut-II/2011), all siren locations are located within areas designated for non-forest
use (APL).
Additionally, considering the physical dimensions and functions of the equipment, and
in accordance with Regulation of the Minister of Environment and Forestry of the Republic of
Indonesia Number 4 of 2021 concerning the List of Businesses and/or Activities that are
Required to Have an Environmental Impact Analysis (AMDAL), Environmental Management
Efforts and Environmental Monitoring Efforts (UKL/UPL) or a Statement Letter of
Commitment to Environmental Management and Monitoring (SPPL), it can be concluded that
environmental approval from relevant government agencies is not mandatory. However, prior
to construction, a permit from the landowner for the placement of equipment/land use is still
required, and supplier is required to carry out the supply and installation of the equipment in
accordance with the Occupational, Health and Safety (OHS) principles for both project workers
and host communities.
Prior to the installation of the tower, the contractor/supplier will be responsible to conduct
socialization meetings with the village communities, explaining the installation process,
potential risks, and safety of the project. The contractor may invite representatives from local
environmental agencies (DLHK) and local disaster management agencies (BPBD) as speakers,
and ensure participations from communities, volunteers (relawan bencana), chief of village,
and representatives from local figures, and Destana facilitators.
Prior to implementation of the activities, the supplier/contractor is required to refine and
finalize the Contractors’ Environmental and Social Management Plan (CESMP) for approval
by the Project Manager (PPK) in compliance with the requirements specified in the ESCOPs.
The ESCOPs for this activity can be found here. The contractors must commit to fully
implementing their CESMP. The CESMP and mitigation plans should be updated promptly
and redisclosed as appropriate to address new issues.
2.4 Reporting
The progress of the implementation of this work is reported periodically, weekly,
monthly and in final reports. The report submitted will contain the following matters:
a. Preliminary Report
● Phase plans and strategies, as well as work implementation schedule;
● The amount of material to be procured and the labour employed;
b. Progress Report (Phases 1, 2, and 3)
● Recapitulation of work progress in the relevant month and progress to that
progress;
● Quantity of materials procured and labour employed;
● Documentation and photos of the implementation process and progress;
● Obstacles dan constraints experienced.
● Progress in the absorption of term funds that have been received by service/goods
suppliers;
● The following planning implementation plan.
c. Final report
● Progress in the implementation of all physical and financial work according to
the contract;
● Minutes of changes to work if there are changes to the contract;
● Minutes of work completion, documentation, and photographs of work results.
d. Report on the implementation of social, environmental and K3L impact
management.

2.5 Schedule
The implementation of this work will be completed within 5 (five) months or 150 (one
hundred and fifty days) calendar, single years from signing the contract. Furthermore, after the
contract is completed, the Service/Goods Supplier carries out a maintenance period according
to the contract. The planned schedule for implementing this work is described in Table 6.
