C. Scope of Works
The scope of works (SOW) for Senior Infrastructure Development Policy Advisor, but not
limited to:
a. Task 1 Preparation and Inception
1. Review existing documentation on the AdP (Assessment and Development Plan) and
its prior applications in other regions.
2. Conduct stakeholder discussions to gather insights and opinions on the potential
replication of AdP in Indonesia
3. Identify regions in Indonesia where the AdP could be feasibly applied based on socio-
economic, environmental, and infrastructural factors
b. Task 2 Liase AdP Team to the Stakeholders
1. Identify and compile a list of key stakeholders relevant to the AdP project, including
government agencies, local authorities, NGOs, and private sector representatives
2. Schedule and organize meetings, workshops, and consultation sessions between the
AdP team and identified stakeholders
3. Facilitate communication and information exchange between the AdP team and
stakeholders, ensuring that all parties are informed and engaged.
4. Document stakeholder feedback and integrate it into the project planning and
implementation process
c. Task 3 Review findings for developing Bali Province Roadmap to Water Sector
Transformation
1. Reviews findings of the AdP team regarding the Performance Improvement Reports
(PIR), water utility performance, and capacity in Bali Province
2. Prepare a comprehensive review report summarizing the findings and providing
actionable recommendations for improving water utility performance in Bali
3. Conduct a policy analysis to identify existing regulations, policies, and legal
frameworks governing the water sector in Indonesia
4. Identify gaps and barriers within the current policy framework that may hinder the
replication of AdP
5. Review and and evaluate the necessity for policy reforms as per the
recommendations of the AdP team
6. Review implementation arrangement and draft roadmap ot Water Sector
Transformation in Bali from the AdP recommendations
d. Task 4 Review proposed National Framework for Indonesia’s Water Sector
1. Review the proposed national framework for water sector transformation in
Indonesia, with a specific focus on wastewater services
2. Conduct a comparative analysis of the proposed framework with international best
practices and standards
3. Assess the alignment of the proposed framework with the goals and objectives of the
AdP
4. Prepare an analysis report outlining the strengths and potential improvements of the
proposed national framework, ensuring it supports the overall transformation of
Indonesia’s water sector
