Scope of Activities The scope of work for the MHEWS Platform is as follows: a.Develop a Functional Specification Document based on the functional and non- functional requirements stated in the attached Software RequirementSpecification. This process can be carried out in parallel with system customizationusing agile development methodology; b.Purchase and customize the MHEWS Core Platform; c.Develop Data Pipeline & Integration utilizing Big Data Platform (Data IngestionTools, ETL Tools, Database server, etc.) and Spatial Data Infrastructure (GISServer, etc.). Datasets include (but are not limited to): ●Hazard datasets (monitoring, observation, remote sensing, modeling,warning, etc.); ●Exposure datasets (assets, areas, dissemination hubs, etc.); ●Disaster Event Datasets (from DIBI and Geoportal BNPB); ●Preparedness datasets (contingency plans, evacuation plans, evacuationroutes, shelter, evacuation site, etc.); ●Crowdsourcing datasets (mainstream media, social media, online, offline,etc.); and ●Other datasets required by the Platform as a whole for the purposes of riskanalysis, knowledge management, predictive modeling, warning anddissemination. Data includes structured and unstructured; spatial and non-spatial; sourced from inside & outside BNPB; and data resulted from IDRIP project (inundation maps, agent-based model, evacuation route, etc.). d.Procurement of benchmarking for risk model analysis using available officialdata from the relevant Ministries/Agencies or Data Owner (“Wali Data”), including: ●Tsunami risk (inundation) modeling based on numerical(conventional) or (preferred) Machine Learning (ML) and impactanalysis for two cities/regencies within the IDRIP priority location. ●Flood risk modeling based on numerical (conventional) or MachineLearning approach and impacts analysis for two cities, regencies,watersheds, or river areas within IDRIP priority location. The location must be other than Palu city. e.The scope of Risk and impact-based Model procurement includes: ●Providing and/or purchasing the required data; ●Data processing & Domain Model Development; ●Customize Modeling Algorithms including testing and verification; ●Providing data in the format required for visualization and disseminationtriggers; ●Providing the infrastructure needed for running model of scenarios to testthe model and produce the result (inundation map, risk map, and/or alert),as well as to construct databases for all hazards; ●If the methodology using “on the fly” architecture, the vendor must providingthe infrastructure needed for running tsunami inundation model foroperational purpose for one year after the model is finished build andensure the infrastructure is standby 24x7; ●Deploy & Integrate the model with the MHEWS Core Platform includingbuilding all required APIs; f.Integrating Tsunami and Flood Inundation Model which is being developed byDirectorate of Early Warning as part of Big Data Platform Use Case developmentactivities, including the construction of the data pipeline; g.Perform system testing System testing is carried out to ensure that system functionality is running well asit should be. Testing of the results of the MHEWS system customization is carriedout with several types of testing as follows: ●Unit Testing to ensure that each module runs according to its function ●System & Integration Testing to ensure that each module interacts witheach other and the system works well as part of the overall system ●User Acceptance Testing to ensure that the system really meets user needs ●Performance Testing to ensure system endurance and stability limits. Interms of application response speed, maximum user access that can behandled by the system, as well as system stability under certain loads ●Security Testing to ensure that the system can protect against unexpectedactions or attacks, which could cause the application to stop functioning orbe exploited. h.Compile Project Reports This activity includes preparing progress and final reports that reflect the progressof the MHEWS system development. This report should include achievements,obstacles faced, solutions proposed or implemented, and future plans. This reportnot only functions as an internal monitoring tool but also as a means ofcommunication with stakeholders. i.Transferring knowledge to the BNPB team Knowledge transfer involves the transfer of technical and operational knowledgeto the BNPB team who will manage and run the system after implementation. Thiscan involve training sessions, specialized documentation, and mentoring in theinitial phase of use. j.Provide Meeting Package and Transportation To accommodate meetings, socialization, and training activities, a package of atleast 12 meetings held outside the BNPB office (including meeting facilities, hotels,transportation, etc.) is required
